Overall, the findings indicate that both national and county governments are allocating more funds in absolute terms and increasing the public budgetary resources available to the health sector. However, most county health budgets are still below the required, post-devolution benchmark of 35 percent and, as donor funding continues to decline, counties require support to build their capacity to increase the proportion of their budgets allocated to health.
